Job Description

The Northwestern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PERPAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC), is Seeking for eligible, self-motivated and qualified applicants for the positions listed below for the various levels (Provincial, District, Facility and Community).

Job Purpose: To serve as the Cervical Cancer Program Officer Lead for the coordination of cervical cancer screening interventions at static sites and outreach services to smaller ART site.
RESPONSIBILITIES
• Coordinate and supervise facility based Cervical Cancer Focal Persons and facility-based teams including nurses, clinical officers and doctors to integrated cervical cancer screening and HIV treatment in the supported facilities.
• Monitor the facility teams and work with the HIV Prevention Officers and other technical teams to ensure effective and quality integration of HIV testing, care and support services into the Cervical Cancer screening program including HIV Testing Services (HTS) for all women accessing Cervical Cancer screening services and referral to Antiretroviral Therapy (ART) services for HIV positive women.
• Work with professional counselors at facility level to train and support the community- based volunteers to facilitate and promote Cervical Cancer screening awareness in eligible women living with HIV.
• Undertakes regularly, trainings, mentorships, and Technical Assistance programs in order to build and strengthen capacities at all levels of health care in the province.

• Support the facility Cervical Cancer Focal Persons and teams to strengthen referral linkages with effective feedback and ensure that women who need follow-up after screening with VIA or HPV DNA testing or referral for advanced care such as loop electrosurgical excision procedure (LEEP) and histopathology evaluation receive the referral services appropriately.
• Support the integration of Cervical Cancer screening in fast track and 6 Months multi dispensation model to ensure all women on ART are offered Screening
• Ensure that the Cervical Cancer screening program is implemented in accordance with the current Cervical Cancer screening and treatment guidelines.
• Be part of the Provincial Technical Team and participate in planned technical review meetings.
• Support the facilities in planning, forecasting, and ordering of the required screening equipment and consumables.
• Supervises and undertakes timely, preparations of budgets in order to facilitate the acquisition of financial resources.
• Support and work with the Strategic Information teams in collecting accurate data and promote use of data generated at facility level by facility based cervical cancer focal persons and facility staff.
QUALIFICATIONS, SKILLS AND ATTRIBUTES

• Grade 12 School Certificate
• Degree in Clinical Medicine/Nursing/ Public Health
MINIMUM PRE-JOB WORK EXPERIENCE
• Three (3) years minimum relevant experience
COMMUNICATION SKILLS
Written Skills:
• Ability to write comprehensive and analytical reports
Oral Communication:
• Able to communicate effectively in English
