Job Description
The Northwestern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PERPAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC), is Seeking for eligible, self-motivated and qualified applicants for the positions listed below for the various levels (Provincial, District, Facility and Community).
JOB PURPOSE :
To provide technical leadership and oversight in strengthening project Monitoring & Evaluation Systems under the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the Cooperative Agreement with the US Centers for Disease Control and Prevention (CDC).
RESPONSIBILITIES
• Contribute to strengthening health systems in developing and implementation of a comprehensive and sustainable M&E system for HIV Prevention, Care & Treatment programs in the province for proper demonstration of program results.
• Manages effectively, Project M&E systems in the province to ensure that: (1) there is an M&E Plan in place detailing how project data will be collected, managed, used and reported; (2) there is a Data Quality Improvement Plan to assure the quality of data reported to CDC; and (3) districts and support sites are implementing data quality improvement activities.
• Ensures that districts and support sites are reporting timely and accurate MER data on a monthly basis using DHIS2. Undertakes to conduct monthly data validations to ensure that submitted data meets the 3 dimensions of data quality – complete, correct and consistent both within and across PEPFAR MER indicators. Ensures timely entry and submission of quarterly PEPFAR MER data to CDC.
• Undertakes to perform regular and as required, project data analysis and presentation in order to facilitate decision making.
• Undertakes regularly, trainings, mentorships, and Technical Assistance programs in order to build and strengthen capacities at all levels of health care in the province in Monitoring and Evaluation.
• Supervises effectively, human, financial and other material resources in order to facilitate achievement of set objectives.
• Undertakes effectively, the development of sectional and individual work plans in order to monitor and evaluate performance.
QUALIFICATIONS, SKILLS AND ATTRIBUTES
Secondary Education:
Full Grade 12 School Certificate with 5 O Level Credits or better
Minimum Vocational/Professional Qualifications:
• Degree in Demography, Library and Information Systems, Mathematics, Monitoring & Evaluation or equivalent
Minimum Relevant Pre-Job Experience:
3 Years
Communication Skills:
(i) Written Skills
Ability to write technical papers and analytical reports
(ii) Oral Skills:
Ability to communicate fluently in English
(iii) Other skills/Attributes:
Numerical/ Computation skills, Interpersonal relations and facilitation skills
Proficient in advanced Microsoft Excel and any other analytical skills
